A travel agency advertised that JiWoo will participate in their 'See Ji-Woo' vacation package to Korea. Of course, this isn't true. But the Japanese fans are already headed for Korea, for the 'WLS' locations and 'Stairs to Heaven' filming sites... Now, Ji-Woo is facing a huge dilemma. Webmaster Hyun-Ju is running a discussion in the Free Board, asking whether Ji-Woo should see the Japanese fans, despite never agreeing to do so with the travel agency. Or, if Ji-Woo should deny participation, although it may make the Japanese fans angry and give Korea a bad name. Hyun-Ju seems to be leaning towards Ji-Woo not participating in the travel agency's program. She notes that the travel agency probably knew Ji-Woo would have to considering attending, since they are her fans... The fact that some company is using Ji-Woo's fanship and her love for her fans to make money...just really angers her, and me, as well.... If Ji-Woo do participate, other companies could do the same thing, and make a 'See Ji-Woo' travel package without her permission. Eitherway, I'm sure all of our fans will keep supporting her and understand her decision. But for those who don't know... they'll think Ji-Woo is a snobby celebrity. I pray for her, now...

Oh dear, our dear JW will be so torn - to meet or not to meet? I am sure for the love for her fans, she will want to meet those beloved fans if time permits and prior arrangement has been made, however, at this time when she is in the thick of a busy schedule for Stairway!!
That irresponsible, thoughtless money churning travel agency, their total disregard for JW, i am immensely infuriated with them!
And i agree with deyaa that some irresponsible media who do not know head nor tail will label JW irresponsibly! JW manager n agency definitely must do something so that the innocent fans will not be mislead and misunderstand JW!

Here is the win win tactics.
Step 1: CJW should stand firm on her stance i.e. do not participate in the fraudulent practice
Step 2: If have not filed the complaints, please complaint to the relevant authorities ASAP. It is critical.
Step 3: Diplomatically telling those fans that she will meet them in Japan. What it costs is really the time for CJW (airticket and hotel should all be sponsored by interested parties perhaps the tour "honest" tour agencies).
In the worst case scenario, took down the drefrauded fans' names and addresses (it is what Sidus and her manager is for. They just have to do some leg work - write to each and every individual defrauded fans (who cares whether the tour agency is a fan, their motive is obvious - profit making, igonore their requests and stand firm on not particpating in fraudulent activities) to show CJW's sincerity. Invite those defrauded fans in Japan for an exclusive meeting in Japan itself. This will definitely win much points than seeing them now knowingly that it is a scam.
Step 4: Get your in-house legal counsel for proper legal advise and liaise with the external counsel in Japan for potential legal implications.

Those fans can file complaints with the Tour Agencies Association. They should be able to get re-imbusement on fraudulent misrepresentation from the Association. It is covered by the professional indemnity insurance. Nevertheless, it may not be the best way to resolve this problem given the Japanese culture. However, if CJW has the intention of going international, she has to stand firm of not seeing any of those fans. Otherwise, this incident may have long term unnecessary implication on her own integrity.

Hurray to Casper's idea!! I also strongly feel that Jiwoo should not meet those fans. This in fact has nothing to do with her Japanese fans. Both Jiwoo and her Japanese fans are innocent parties in this fracas. If Jiwoo agrees to meet the fans, other money making frauds may start to think that they can manipulate Jiwoo this way!!

some media will ruining her as arogant (such as China newspaper yesterday, when she refused to give any interview without any permission before)..this will five bad image towards Jiwoo.
I think Jiwoo manager n agency should make another fanmeeting to clear this news
